The reduction in total is accounted for by striking off the
strength unmobilized Chinese who had not attended drills.
A further 245 Chinese, crews taken over with Auxiliary Patrol Vessels under my command, are not included in the above. They are not, in the real sense, members of this Force, their pay being borne by the Admiralty.
2. Mobilized Section. It does not come within the scope of this report to detail the duties undertaken by the Mobilized Section but these might be said to continue on the general lines of my report for last year.
In addition, however, the third shore Station is now manned
by H.K.R.F.V.R. personnel. Eight officers are serving in Motor Torpedo Boats and one in H.M.S "Redstart" in local waters; eight officers have feceived appointments for general service and have left the Colony five to the Imperial.V.R., one to the Fleet Air Arms, one to Controlled Mining at home and one to the Royal Australian Navy. One offic.r has been lent to the Commodore's Staff as Assistant Sea Transport Offic.
A copy of "A.5.R. 71/40 promulgated on the first anniversary of this Force's mobilization is appended.
3. Unmobilized Section. Training of unmobilized members has continued in the evenings as formerly and also by giving practical sea experience under war conditions in vessels on patrol. Unmobilized members of the Minewatching Branch take duty at Minewatching Stations. The formation of an Engineering Branch for Chinese is under way.
4. Mobilizations. The difficulties, mentioned in my last report, concerning withdrawal of personnel from the civil community for full- time mobilization were solved by the legislation passed for that purpos
